The Public Sector
In general terms, the public sector consists of governments and all publicly controlled or publicly funded agencies, enterprises, and other entities that deliver public programMESs, goods, or services. The public sector is a mandatory institution under the Nigerian Constitution of 1999, where Chapter VI of the Constitution, Executive, Part 1 (D) and Part II (C) provides for a public service at the federal and state levels of government. It is the totality of the administrative structures within which the work of government is carried out.
The public sector covers (i) The Civil Service, which is often referred to as the core service and is composed of line ministries and extra-ministerial agencies; and (ii) The Public Bureaucracy, which is composed of the enlarged public service, including the following: (a) Services of the state and national assemblies; (b) The judiciary; (c) The armed forces; (d) The police and other security agencies; (e) Paramilitary services (immigration, customs, prisons, etc); (f) ‘Parastatals’ and agencies including social service, commercially oriented agencies, regulatory agencies, educational institutions, research institutes, etc.
Need for Public Sector Reforms
Though the Nigerian public service has undergone changes, transformation and Reforms over the years, unfortunately, successive Reforms have not made significant impact to reengineer the public sector. Reforms were tailored towards achieving efficiency and effectiveness of the service because of the belief of successive governments that a thorough-bred public service was necessary for effective delivery of public good. Inspite of these efforts, the public sector has continuously failed to deliver satisfactorily.
The need for reform derives from the acute dissatisfaction of the citizens with the performance of the government and its apparatuses. The rationale for this is that since the taxpayers’ money goes into the running of these institutions for socio-economic development, it is only rational to ask that they produce efficient and effective results, especially given the competition from the private sector. Innovation and reforms in the public sector is therefore meant to meet the challenge of efficient service delivery that will improve the receptiveness of the sector to public expectations.
Research Focus
The general research focus of this group is to make practical and implementable contributions to Nigeria Public Sector Reforms through research. The specific research focus is to engender pragmatic Reforms through research in the civil services at all the tiers and levels of government including public enterprises and agencies. In order to enthrone best practices in the sector, research will cover human resource management, human capital development, performance management, programme management, productivity and service delivery.

Professor Fab. O. Onah: A Short Profile
Fab. O. Onah obtained a Ph.D in Public Administration from the University of Nigeria, Nsukka, in 1993. He started his career in 1982 as a university administrator in the Personnel Department, rising to the position of Senior Assistant Registrar before converting to the academic staff cadre where he has now attained the position of a Professor. His main areas of interest are human resource management and development studies.
Professor Onah is a member of many professional bodies. He has contributed more than seventy five technical reports, articles and chapters in reputable journals and books. He is a co-author of the book Public Administration in Nigeria: Nature, Principles and Application, and authored Human Resource Management, Managing Public Programmes and Projects and edited Strategic Manpower Planning and Development. Professor Onah has supervised upwards of 60 Master degree candidates and has graduated 18 Ph.Ds.
Professor Onah serves as External Examiner to a couple of Universities, a member of the Governing Council of Enugu State University of Science and Technology and Administrative Staff College of Nigeria (ASCON). He has severally been engaged by international organizations as a Consultant. One of his national engagements is being a member of the National Technical Working Group (NTWG) on Vision 20,2020.
Fab. Onah has attended many national and international conferences and workshops at which he delivered papers and research results bordering on human resource management and development. He was the Head, Department of Public Administration and Local Government, University of Nigeria Nsukka, from August 2010 to July 2013. Professor Fab. O. Onah is the sixty fifth (65th) Inaugural Lecturer of University of Nigeria Nsukka. He is married to Nkemdilim and they have four children.
