INTRODUCTION: Nigerian cities and urban centers are facing severe traffic and transportation problems leading to deterioration in quality of life and weak socio-economic structure. These problems include poor road and transport infrastructure, poor traffic management, lack of mass transit systems, traffic congestion, public transport inadequacy, and longer commuting time. Others are difficulties to non-motorized transport, accident and safety, high maintenance cost, parking difficulties, high cost of travel, environmental pollution, etc. Several efforts made in the past by various Governments to tackle the problems have not yielded the desired results. This is because the larger the city, the greater its complexity and the potential for disruptions, particularly when the complexity is not effectively managed. The most important transport problems take place when transport systems, for a variety of reasons cannot satisfy the numerous requirements of urban mobility. Urban productivity is highly dependent on the efficiency of its transport system to move labour, consumers and freight between multiple origins and destinations. There is therefore the need to study traffic and transportation problems in order to develop efficient and effective strategies towards their elimination.

RESEARCH FOCUS: Developing efficient and effective strategies towards improving traffic and transportation system in Nigeria

PROPOSED RESEARCH TOPICS: Public transportation system, Integrated land use and transportation, Road safety audits and analysis, Energy supply and demand, Fossil fuel subsidy, Rural transportation and development, Travel behavior change, Urban transportation system, Transportation management, Traffic impact assessment, Parking strategies and analysis, Non-motorize transport, Pedestrian simulation ant traffic and transportation modeling, Strategic route planning and feasibility studies, freight planning, Urban transport revitalization, transportation and environment and Petroleum pipeline system.

I am an approved post-graduate supervisor as well as the major consultant handling Ninth Mile Corner Master Plan.

TRAINING AND DETAILED JOB HISTORY AND DESCRIPTION

 

 

  • TRAINING

The course I followed at University of Ife, Ile-Ife was the first undergraduate training program in physical planning at any Nigerian University, and its graduates are therefore the first indigenously trained hardcore professional planners in the country. The seven years comprehensive planning training program was conducted through an exchange program with Trieste University in Italy. The course is design oriented, the work being divided into 75% architecture and planning design, and 25% theory.   We specialized in guiding changes in the spatial environment, as well as knowledgeable in the legal, institutional and economic tools by which society conserves and manages its environmental resources.

I wrote a BSc thesis on Tourism and Resorts: An Appraisal of Development and Resource Potential in Nigeria (1982). A notable feature of the course was the attention given to the plight of the inner city and the social costs of planning programs. I therefore gained expertise in the techniques of urban renewal, especially in the practical context of preparing a design for the redevelopment of Ilesha City centre. For the MSc thesis, I elected to treat the subject of urban renewal in depth, in a study entitled A Renewal program for the Urban Centre of Enugu (1984).

Presently I am following a PhD program at North-West University, Potchefstroom Campus, South Africa. My research is focused at generating a normative planning paradigm for spatial and statutory planning in Africa.

Besides general involvement in the work of the unit my job was to review all outstanding urban master plan documents. I worked on development plans for Rano and Wudil amongst other local community plans. I was directly responsible for preparing, distributing and analyzing questionnaire for a transport survey for industrial activities in Kano city.

I was the head of planning department with about fourteen technical officers under me. My job was planning administration which involved taking planning decisions, packaging planning programs for housing development, developing physical layout design schemes, engaging in development control, site survey and plan assessment. Within the period I informed important public decisions, prepared and executed layout schemes for housing development, specifically Trans Ekulu Housing and Industrial Estates (phase (vi) comprising of more than six hundred housing units) in Enugu City and Onitsha Bridge-Head Housing Estate, engaged in conflict resolution, coordinated field operations and site analysis for housing projects, provided leadership for team work in executing planning duties.

As a lecturer in the Department of urban and Regional Planning, UNEC my job has three aspects, namely, teaching, consultancy and community service. The teaching aspect involves research, moderation of professional courses, and field work. I teach mainly studio courses that focus on the art of master plan preparation, urban renewal technique, and physical layout schemes. Apart from studio courses I consistently teach Conservation and Preservation, Tourism Planning and Development, Recreation Planning, Land use and Resource Management. My research interest is in spatial analysis for managing urban and regional forms. I have supervised several field operations for students’ studio projects.

By virtue of my training I am favorably disposed to planning consultancy. Hence I pioneered the University of Nigeria Urban and Regional Planning consultancy unit. As the Chief Executive of the unit I initiated several Urban Master Plan and Regional Development Plan proposals. I operate a private consultancy outfit called Plannarch Konzultz on part-time basis and in partnership with other professional colleagues.

As for community services I have served severally as Board Chairman for Town Planning Authorities. As Board Chairman I oversee policy issues as well as monitor the affairs of Development Control Department. I determine the approval of planning permit within the area of jurisdiction of the planning authority. I have performed this function for several years and have interacted with people in similar positions hence I am familiar with the difficulties associated with plan implementation. I have written several academic and technical reports, remarkably my research report on rural growth centers development in Zimbabwe which was published as IDS Monograph Series

I started as a Lecturer 1 in 1987 and presently I am an Associate Professor since 2004. I have being twice appointed to serve as Head of my department. I also served as a member of University of Nigeria Strategic Planning Committee amongst other faculty committees.

Ebilah Salmon & Partners

The consulting firm Emeka Ebilah & Partners retained my services as consultant urban planner for the preparation of physical Master Plan for Awka Capital Territory in Anambra State, Nigeria. For this purpose I was responsible for interpreting client’s brief and coordinating planning studies for data collection, analysis and synthesis leading to design proposals for the production of the Master Plan. Under my supervision we conducted planning studies at regional and urban levels for all of the human systems in the study area which covered 10km radius. With available data I played a central role in the analysis of the regional and urban setting, did necessary projections including plan generation that is to say the determination of facility schedule for the plan period, and then produced design proposals for the Master plan, complete with implementation strategies. The plan which was meant to facilitate land use budget and its spatial distribution to maximize resource utilization made provisions for infrastructure and land use distribution showing outline of regional connectivity, land use patterns that indicated basic urban form, major drainage and water supply systems, etc. I documented the master plan provisions and presented same to a jury of technical experts.

Plannarch Konzultz is a planning firm that consults for individuals, corporate organizations, communities, and governments. At the board of Plannarch Konzultz are three partners, two planners and one architect. Plannarch Konzultz is affiliated with scores of consulting staff as well as allied firms and we are predisposed to enter into partnership with individual consultants or corporate entities to provide consultancy services. Plannarch Konzultz provides institutional base for me to operate as a private consultant. As a private consultant I have prepared scores of Environmental Impact Statements for petro-chemical projects specifically petrol stations as well as for housing and industrial projects. I have reviewed and edited technical documents on commission basis. I have prepared several draft proposals used to bid for planning jobs.

SED Consortium 1999

SED is a consortium of three firms: two architectural firms and an engineering firm. They engaged my services as a consultant urban planner to prepare master plan for the development of two campus sites for the National Institute for National Languages (NINLAN) at Aba, Imo State, Nigeria. I worked in a multi-disciplinary team. My job was to analyze the academic brief in other words the philosophy of the Institute and the academic plan which deals with the academic structure of the Institute. I was also required to analyze the physical brief which focused on space analysis, quantum of existing public services such as water supply. Socio-economic analysis was also included in the physical brief. Hence I conducted land use analysis by area and function for the mini and main campus sites and established capacity utilization of existing facilities.

SAFRRED Consultancy Services 2006 – 2007

For purposes of preparing national master plan for silting and erosion control in the Niger basin in Nigeria SAFRRED retained my services as consultant urban planner. A team of about nine experts were assembled to execute the assignment and by virtue of my expertise I served as the Team Leader. Apart from handling assignments that relate to urban planning my job as the Team Leader was to coordinate and manage the entire process of preparing the master plan. We were required to produce two major reports: the Diagnostic Report and National Master Plan Report. My greatest challenge as a Team Leader was to correctly interpret the TOR for the urban planner vis a vis the procedure to determine the master plan.

As the urban planner my assignment for the Diagnostic report was to identify agents of spatial planning and determine the scope of their activities in the study area. Thereafter I had to establish the cause-effect relationship between spatial planning and erosion and silting.

For the master plan, based on the basic scenario which will be determined, three other spatial planning scenarios will be proposed for three time frameworks. These tasks were done under my watch.

NEPAD Consortium 2009

NEPAD Consortium comprises of three consulting professional firms: Nnaemeka Eze & Co, Altruinco Services LtD and Plannarch Konzultz. NEPAD Consortium successfully bided for the preparation of the Physical Master Plan for 9th Mile Corner Settlement and its environment. My role as the urban planner arrogates to me the position of the prime consultant and by implication the Team Leader with 10 experts under me. As the Team leader I will execute the following tasks: prepare the TOR for principal experts, supervise principal experts and ensure quality control, document planning reports, convene and preside over technical sessions with principal experts, organize and oversee deliberations of stakeholders forum, liaise with State Planning Advisory Committee (PAC), and project presentation. And as the consultant urban planner I am charged with the following responsibilities: determine land use functions, conduct institutional studies, conduct analysis and synthesis of urban and regional data, determine the urban form: urban system, distribution and patterns, conduct data analysis and plan generation, develop design concepts and articulate the structure plan, develop housing/industrial layout designs, articulate plan implementation and management strategies.

Expected deliverables on completion of the project include: Enugu Urban Region Development Plan Report supported with digitized regional maps showing the distribution of settlements, population, economic resources, expressway connectivity, economic and social infrastructure; preliminary Master Plan (PMP) Report for 9th Mile Corner supported with layout design drawings; full Scale 9th Mile Corner Diagnostic Report supported with Data Base tables and graphic illustrations; full Scale 9th mile Corner Master Plan Report supported with structure plan drawings; Environmental Impact Statement (EIS) Report for 9th Mile Corner Master Plan.

Vision 20: 20 20 Secretariat, National Planning Commission (NPC) 2009

I was invited to participate in the preparation of Vision 2020 document for Nigeria and I served on the Urban and Rural National Technical Working Group (NTWG).
