Prof. (Bar.) B.O. Okere had his earlier education at the Metropolitan College, Onitsha, Anambra State, Nigeria, College of Immaculate Conception, Enugu, Nigeria, later he had his University education at the University of Lagos, University of Nigeria, Nsukka, and obtained his Ph.D in International Law in 1973 at the Institu des’ Hautes Internationales de Paris, France. He rose to the position of a professor in 1996. He is a member of professional organisations notable among them are Nigeria Association of Law Teachers, Nigerian Society of International Law, and Nigerian Bar Association.
He has between 1985 – 2010, served as Associate Dean, Faculty of Law, Acting Head, Department of International Law and Jurisprudence, Dean, Faculty of Law, Head, Department of International Law and Jurisprudence and as Associate Editor, African Journal. He has written many text books, chapters in mainline and non-mainline Books and Editorship of many books.
He has more than 20 Journal Articles, 15 Conference papers and has supervised 11 Ph.D Theses successfully, at the Department of International Law and Jurisprudence, Faculty of Law, University of Nigeria, Nsukka. Prof. (Bar.) Okere has served as Legal consultant to First Bank Nigeria Plc., Mobil producing Nigeria Limited, and International Committee of the Red Cross and qualified professionally as Barrister-at-Law, Solicitor and Advocate of the Supreme Court of Nigeria. Prof. (Bar.) B.O. Okere had won Carnegie Foundation Award for International Law in 1972.
