The Personnel Services Department is the main hub of central administration and it is directly under the Controller, Personnel Services. The Personnel Services Unit renders its services to the university through the following headings: a. CENTRAL ADMINISTRATION All incoming mails are received in this unit and passed to the Controller who in turn minutes them out to the appropriate unit that treats the matter through the Secretary to the Controller. The unit equally takes care of the Departmental Budget i.e. prepare the budget for financial year. Procures and distributes stationery to other units in the Department. Keeps up to date inventory of human and materials resources of the Department. Procure and retire the Departmental imprest Takes care of University obligations on the death of staff nuclear family and obituary announcements to the University community. Departmental maintenance services. The Controller Personnel Services is the Secretary to the University Appraisals Committee, Senior and Junior Staff Appraisals Committee and Central Administration Committee for Administrative and Technical Staff.
Any other assignment that might be delegated by Controller, Personnel Services.
b. IMMIGRATION DUTIES Liaison with Lagos Office and foreign missions Registration of aliens with the police Regularization of newly appointed expatriates Contact with Embassies and Commissions Procurement and renewal of residence permits General letters of reference/introduction Extension of temporary permits/visas Application of temporary permits/visas Compilation of expatriate/aliens list c. SENIOR STAFF HOUSING COMMITTEE Responsible to the Controller, Personnel Services and Chairman Senior Staff Housing Committee Attends to all routine matters on Senior Staff Housing Committee as may be directed by the Chairman. Endorse all incoming mails to the chairman Clerks all meetings of the Senior Staff housing Committee. Drafting of all allocation letters as directed by the chairman. Processing, keeping and bringing up of all applications for the committee. Identification of all vacant quarters on campus Liaise effectively with the Security/Works Department for effective discharge of Housing Committee assignments as it affects checking in, checking out, ejection, repairs and renovations d. STAFF COMMITTEE Under-Secretaryship of the University Appraisal Committee (Academic Staff) and Central Administration Appraisal Committee for senior Administrative and Technical staff (EUSS 13 and above). Under-Secretary of University of Nigeria Nsukka Pension board Trustees scheme All matters relating to external Assessment of candidates for Readership/Professorship. All policy matters with regard to appraisal of all Academic and Non-Teaching staff in the University. Custodian of the yellow book. Issuance of promotion letter to all Senior Staff. Dissemination of information on conditions of service, scheme of service, committee machineries, etc. Responsible for keeping Papers/Records of External assessment files. Preparation of position papers, recommendation and allied matters. Processing of request for sabbatical leave, leave of Absence and Secondment. Matters relating to adjustments, conversion of all staff. Other duties assigned by Controller, Personnel Services from time to time e. STAFF RECRUITMENT UNIT Processing of requests for advertisement of staff vacancies. Arranging to place advertisement in Nigerian and Overseas press. Processing of applications for Senior and the Junior Staff appointments – permanent, contract, temporary, acting, adjunct and part-time in respect of Academic, Administrative and Technical staff. General correspondence on requests for Staff Recruitment with the Vice-Chancellor, other University functionaries and relevant outside bodies as well as prospective candidates and their referees. All interview arrangements and preparation/distribution of Committee Working Papers. Representing the Controller at Assessment Committee meeting at Faculty level when called upon. Issuance of appointment letters to all categories of appointees – permanent, contract, temporary, visiting, acting part-time and demonstrations. Regularization of temporary appointments when due. Renewal of contract and part-time appointments when due. Processing of arrival reports of new appointees. Processing and verification of claims submitted by part-time appointees. Opening and numbering of files in respect of new appointees on assumption of duty, for onwards transmission to the Records Unit after all recruitment formalities and completed. Any other duties that the Head of Department may, from time to time assign. f. SENIOR STAFF SERVICES UNIT OF Preparation of Certificate of Service Processing of withdrawal, Resignation, Merging/Transfer of Service. Internal deployment of National Youth Service Corps members. Processing of Confirmation of appointments, Termination of appointment and Suspension letters. Recording and Processing of notices of marriage, birth registration, additional qualifications. Processing of notices for change of next-of-kin. Processing of Departmental transfer. Processes notices for voluntary retirement.
g. STAFF TRAINING AND DEVELOPMENT AND INDUSTRIAL RELATIONS (STD & IR) Compilation of training needs of Faculties/Departments/Processing application for in-service training and study leave with or without pay of various duration, including attendance at Workshops and Seminars, affecting both academic and non-academic staff. Implementation of Governing Council approvals related to training. Organizing the training/retraining of staff where necessary including the orientation of newly employed staff and Workshops and Seminars for old staff. Processing of application for industrial attachments and placements; co-ordinating the performances of attachee. Reinstatement of Staff- senior and junior after study leave.
h. STATISTICS UNIT Preparation of Statistical Information to guide Managerial decisions. Preparation and Inventory of the Statistics of staff strength/staff nomenclature and their distribution in various departments/units. Keeping of Inventory and records of staff transfer, retirements, deaths, registrations and appointments in the various departments and units. Information management and delivery to corporate bodies and agencies on approval by management. Keeping of staff nominal rolls from departments/units. Confirmation of Information on staff discretion forms for staff children/spouse for UME Admission. Service in the various University Committees and represents Controller, Personnel in Faculty Assessment/Appraisals Committee. Trade Union matters. Other duties as may be assigned or directed by the Controller, Personnel Services.
i. RECORDS UNIT Custodian of all staff Personnel Files. Custodian of all General Files. Filing of letters and updating of Records that affects every staff of the university. Issuance of Retirement notices to staff based on as applicable. Processing annual leave papers for every category of staff including deferment of annual leaves. Processing final entitlements of retired and dead staff. Identification of deceased staff next-of-kin. Issuance of authenticated Record of Service of staff. Processing applications for loans by retired and serving staff as required by their bankers. Processing admission letters for staff biological children for admission into the University School, University Secondary School and the University. Any other assignments assigned to the unit from time to time by the Controller, Personnel Services. j. JUNIOR STAFF SERVICES Secretary Junior Staff Central Appraisal Committee and Junior Staff Disciplinary Committee on behalf of Controller, Personnel Services. Communication of the actions of the above committees to the Deputy Vice-Chancellor (Administration). Implementation of the decisions of the two committees after the approval. Suspension/Interdiction/Dismissal/Termination/Reinstatement of staff. Preparation of working papers for the above Committee/Confirmation of Appointments. Shift duty/Hazard/overtime allowances for staff concerned. Staff transfer/Withdrawal/Merging/Certificate of Service. Process Resignation and Retirement from service from staff. Filing of appraisal papers in personal files. Registration of marriages. Maternity leave for staff concerned. Process additional Qualification/Results. Process change of name/Next of kin/Birth registration. Issuance of Junior Staff Promotion papers. Routine letters and any other duty as may be assigned from time to time by Controller, Personnel Services. |
